Why buy the cow when you can have the milk for free? Russia gets what it wants out of Kazahkastan. Conquering them would not improve upon that and just create problems. Plus no one cares about central Asia. There would not be prestige in it.

Ukraine is Russia's doorway to Europe. There would be a lot of geopolitical and symbiological significance for Russia conquering Ukraine.
